I last talked to Joe in September of 2022, He drove me home from Davidson Chevrolet because I had to leave my car for repairs. Joe always had a smile and was a sincerely caring individual. He parked in the cul-de-sac and came around to the passenger side, handed me my cane, and helped me be taking my arm and walking me to my car garage. He was the most humble and genuinely honest person I have ever known in my life. At his memorial service, the Pastor said, Joe was an ordinary person on the outside but an extra ordinary person on the inside; That is a wonderful way to describe Joe. I have known Joe for a number of years and am a neighbor of Rose Martin (his sister) and Bob Martin who have been our neighbors nearly 30 Years. I was happy I was able to attend his Memorial at Foundations Church. Our sincere sympathy to Joe's family and friends. We have lost a wonderful and kind person. May he rest in peace forever as he dwells with our Lord and Savior, Jesus Christ. Gene, Rosella and Marta Limon, Loveland, Colorado.

I knew Joe many many years. His wife Nancy and I were buddies. He always had a smile and was fun to be around.
I have enjoyed seeing and talking with him and Cyndi at the hockey games!. He will be missed by many. RIP

Joe was an excellent police officer, an outstanding traffic officer and accident investigator, and a loyal, honest friend that brought out the best in everyone. The first time I spoke with Joe was when I visited him in the hospital the day after he was shot in the line of duty. He hadn't run from danger; he hadn't traded his own safety for the citizens he served, and after recovering from his wound, he returned to do the same thing for the citizens many more years, always putting others before himself. Though he received multiple awards for his actions that night, he never made a big deal out of what he did. He was content to perform his duties with professionalism and share his knowledge with younger officers unselfishly, leaving his legacy in those he trained.
Joe needed very little supervision and was able to make solid, compassionate, professional decisions that daily reflected positively on the department. It was a pleasure to serve with him and to laugh with him, and enjoy the many times we spent together. Brenda and have such good memories of our times with Joe and his family. We look forward to our time again with him when we leave this life (I Peter 1:3-9).
To his family and friends: We wish we could be there to grieve with you, and to recall the many good times, but that is not possible at this time. Know our prayers are with you all.
Our love,
Tom and Brenda Wagoner

Joe was born with a servant's heart. This reality compelled him to discern a vocation in which he could serve mankind. He discovered that vocation in "Blue." He was not a large man in stature, but he loomed gigantic behind the shield of courage and integrity he bore on his breast.
All of us who had the privilege of working alongside Joe at the Loveland Police Department also benefited from the polish his veracity and valor reflected onto our badges.
May God grant you eternal rest in the perpetual light of Heaven, Joseph.
Joletta, Tami, and I send our love, respect, and condolences to you and your family.
Sincerely,
Luke and Tami Hecker
